Then have a script that starts up the Rep Agent in the "timed" order. b. RSSD should come on-line first: This helps but does not cure the problem. Even when the RSSD comes up first, primary databases trying to connect, may not find a Rep Server waiting to accept their connections, therefore the message of "unable to connect" is thrown, and in this customer's case, results in a page.
